El profundo reportaje realizado por el medio de investigación, Ciper Chile, muestra los testimonios de cuatro, de cinco mujeres acusan al actual alcalde de Cerrillos, Arturo Aguirre Gacitúa, ex militante del Partido Socialista, postulante a la reelección, de haber cometido acoso y abuso sexual. Estas denuncias remontan cuando ellas se desempeñaban laboralmente en la municipalidad.
En la publicación hace referencia a un informe de la PDI realizado el 22 de junio del año pasado, menciona la declaración de una exfuncionaria que se desempeñó en la Dirección de Obras (DOM) que se desempeñó entre 2015 y 2020. Ella hace comenta haber sido víctima del actuar del alcalde en tres ocasiones.
La primera vez se remonta a marzo de 2017, cuando un grupo de funcionarios municipales se organizaba para colaborar en la campaña presidencial del senador Alejandro Guillier. Terminada la reunión, la mujer relata que iba rumbo a su auto cuando el alcalde se le acercó: “Me preguntó si estaba pololeando, yo le dije que sí tenía pareja, luego me dijo que yo le gustaba mucho, donde con una mano me tomó un brazo y con la otra mano me tomó la cara y la acercó hacia él y me dio un beso a la fuerza. Yo de forma inmediata lo empujé y le dije que era asqueroso”, declaró la exfuncionaria ante la PDI.
La segunda situación ocurrió a mediados del mismo año: “Al finalizar la reunión, yo me fui a mi oficina, voy llegando y me percaté que Arturo Aguirre venía caminando detrás mío y me pidió un vaso de agua, yo ingresé a la oficina para buscar el vaso y sacar agua del bidón y él ingresó, me intentó dar un beso, no logró darme el beso, le dije que la cortara, que yo no era como las mujeres que estaba acostumbrado a tratar. Arturo no dijo nada y se fue riendo”.
Ya a finales del mismo año, ella fue a trabajar, prestando servicio de banquetería, a una reunión en la casa de su jefe de la DOM, Sergio Castillo, ya terminando la actividad la joven, junto a su compañera, buscaron un lugar para descansar: “Alrededor de la medianoche, estábamos recostadas encima de la cama, estábamos con ropa y zapatos, cuando de un momento a otro ingresó el alcalde Arturo Aguirre y se tiró encima de nosotras a la cama, a mí me tocó los senos por encima de la ropa y (menciona a su compañera) se salió cuando se estaba lanzando a la cama. Yo grité y llamé a Sergio (Castillo), me puse nerviosa” agregando que en el relato, que el alcalde le tocó la vagina. Luego de todos esos episodios, el reportaje explica que en 2018 fue bajada de grado y sufrió una merma en su remuneración. Su contrato no fue renovado para el año 2020. En agosto del año pasado presentó una querella contra Aguirre por “abuso sexual de mayor de 14 años con circunstancia de violación”.
Pero estos hechos también están relacionados con otra víctima de los abusos del alcalde, esto ya que la segunda funcionaria que trabajó en la banquetería de la noche mencionada, en la casa de Sergio Castillo, fue contactada por la PDI, pero no solo confirmó la versión de su compañera, sino que agregó que ella también sufrió estas mismas experiencias.
De acuerdo con el reportaje, esta exfuncionaria realizó labores entre 2015 y 2018. Según el relato publicado, ella comenzó a recibir llamadas nocturnas de Aguirre, con la excusa de requerimientos laborales: “Durante todo el tiempo que trabajé en la municipalidad de Cerrillos, debí soportar sus prácticas inadecuadas e inoportunas. Buscaba cualquier excusa para llamarme a su oficina, cerraba la puerta y me abrazaba o me tocaba las manos. Yo quedaba paralizada, era incapaz de reaccionar”.
Otro relato que consigna Ciper Chile, es sobre la ex pareja del alcalde Arturo Aguirre y también exfuncionaria de la Municipalidad de Cerrillos, denunciando presuntas violaciones reiterada por parte del edil. En el informe de la PDI se menciona la denuncia en el Ministerio Público: “Indicó en su denuncia que llevaba 6 años con esa situación, manteniendo relaciones sexuales con el imputado bajo amenazas, hechos que ocurrían mes por medio (…). Señaló, finalmente, según consta en el parte denuncia, que ella no es la única y que existen otras funcionarias también víctimas del alcalde”, indica el documento policial.
En la realización del reportaje, CIPER conversó con esta víctima, indicando que “tres años después de su ruptura con Aguirre, el edil habría comenzado a llamarla nuevamente: Me acosaba, me llamaba por teléfono. Yo ya tenía mi pareja con la que vivía. Me amenazó, diciéndome que si yo no me acostaba con él, perdería mi trabajo. Yo accedí”.
En septiembre de 2020 la PDI toma declaración de una nueva denunciante: Según el medio una funcionaria del círculo cercano al alcalde que milita en el PS. Ella explica comenzó a sufrir acoso desde la campaña electoral de 2012, pero no lo asoció inmediatamente la situación, ya que veía en Aguirre una figura paterna. “Un día íbamos en un auto, me tocó las piernas, como dando palmadas, y me dijo que me quedara tranquila, que me iba a contratar cuando saliera electo. Me hizo sentir incómoda”, declaró. Agregó que, ya empleada en el municipio, Aguirre la llamaba seguido a su oficina para conversar durante horas: “Había momentos en que me abrazaba, me decía que me pegara a él, que me acercara porque le gustaba mi perfume. Me abrazaba y me pasaba la mano por la espalda hasta la cintura”.
Según el reportaje, la denunciante que es entrevistada por el medio señaló que era frecuente que el alcalde la invitara a fiestas en su casa. Este tipo de situaciones, dijo, se mantuvieron hasta después de 2014 cuando ella comenzó a poner distancia: “Entraba a su oficina lo justo y necesario”.
